Is it legal for--name removed--parent to change--name removed--child's surname on school, medial, insurance documents without the other parents permission?

Changing child's surname without permission.
I think it is legally wrong. I think this is an issue that should be discussed by the parents. If there is a problem, then you can petition the court, and let the court decide.

A name change requires court process and notice. The parents should first try to work things out, otherwise the probate & family court will need to be involved.
