how can a person find out if a will has been carried out?

I am assuming you are referring to a Charitable Trust. It has to file annual reports with the Attorney General's office and may have to file a report with the Probate Court as well.

You should start by paying a visit to the Family and Probate Court in the County where the deceased resided at the time of his or her death. You should be able to review the entire Probate file, including the will and any filings made by the executor and others.
