Is a wife responsible for her deceased husband's VISA bill?

Generally speaking, no. However, there are some exceptions. Your course of action will depend upon whether your husband's estate has been probated, whether it is solvent, etc.

No in most cases. His estate however is subject to a claim from Visa. If you have not opened an estate for probate you should do so.
