If the only name is that of the decedent, and there are no estate assets which a credit coudl reach, then the debt extinguishes with the decendent.
Do not let the creditor tell you otherweise.

Only the estate is responsible and if there are no assets in the estate, then the creditor is out of luck.
No one else is responsible, do not let the creditor tell you otherwise.

Assuming that no one guaranteed the account, and that there was no second name on the account, the decedent's estate would be responsible for the debt.
If there are no assets, the credit card company is out of luck.
