Based on the facts presented, it would appear that the will and estate was never filed with the probate court. You should check with the Probate Court in the county your mother last resided. If there is a file, you should look at it.
Once you know if there is a probate file that has been opened (and/or closed) you will be in a position to speak to an attorney for assistance.
The $10,000-$20,000 in the estate may have been depleted to pay for your mother's funeral, legal fees and probate fees. There should be something left and you should have been sent an accounting.
Without more information it is difficult to be more precise. If a probate file was opened, then I think you should have been given a Notice and accounting.
