Estate\multiple owners\4sale
basically, a property was left to 7 people, and one of the people has moved into the estate and calls the police if any of the other owners even step foot on the property....what is the proper way for all owners to gain access to the property and prevent on of the owners from living there any longers?

Assuming title has passed to the 7 people, you file a Petition for Partition, which will result in sale of the property and also ask that the occupant pay rent to the other 6 people.
If it is still in the estate, it is the executors job to take possession and obtain access by court order if necessary.
