Can an executor of an estate in MA, when the person passes with no will, use their position to "bully" other family members because they don't like them?

I am not sure what you mean by bully. But the answer is no.

The Personal Representative owes a fiduciary duty to all the heirs, but has certain authority without their consent and has to answer to them for his or her actions. You can ask for an accounting and ask for an inventory, supervision by the court. You can even file a petition for the PR's removal.

Without knowing more, it is impossible to give a more direct response.
