Legal Question in Wills and Trusts in Massachusetts

I am fighting the city over a zoning decision and they requested a deposition. In MA, which party pays for the deposition?

If it is a formal deposition, the party requesting the deposition pays for it. However, if you want a copy you have to request one and pay for it. I am assuming this matter is before a court and not an administrative matter.
