I'm sorry for your losses. If your mom was acting as executor for your father's estate and they were married at his death, his estate should be completed before any bequests (like her leaving the house to your sisters) from her estate can take place. Someone needs to become successor executor for your father's estate and someone needs to become executor of your mom's estate.
Who is this "guy" and what is his connection to your family? If you have received a notice from the court stating that he is trying to become successor executor to your father's estate and you do not agree, you must file an objection within the time stated in the notice. The time is usually 30 days.
