I live in Norfolk County, Mass. - The question is can a counterclaim be filed against a modification?

You can file your own complaint for modification in response to his/her complaint. Or you can file a complaint for contempt against the person filing the modification.

With any complaint, especially like the one for modification, the sky is the limit. You can file with your answer any relevant counterclaim within the jurisdiction of the Probate and Family Court.
