my parents had a joint will and it cannot be read til my mom passes he has been deceased over 30years is the will still valid

There really is no such thing as a joint will, so I am a little concerned about where you are getting your information. There are many possibilities here, including the possibility that your father never had a will in the first place, and the possibility that your father's will simply left everything to your mother. You should speak with an attorney.
