Does the person who took out a lifetime restraining order have have the right to contact that person to which it is ordered against?

Yes. There is no restriction on the person who took out the order. However, the person restrained can't communicate with the "victim". If the victim calls, the person restrained must hang up. If the victim appears at the restrained person's place of business, the restrained person must leave. If the victim tries to make contact, this could be a basis to return to court and change the restraining order.
