Any statement in a trust is "put there" by the grantor (the person who established the trust). The statement you reference is not unusual. The grantor of a trust can decide who will act as trustee. This language provides that the grantor can replace a chosen trustee (often a family member) with a third-party / independent trustee at any time. The last section just insures that the "third-party" is truly independent.
