Anyone over the age of 18 can create either. But it is advisable to retain an attorney to advise you and draft the appropriate documents for your situation.

That is a very broad question. As Attorney Murray stated, you have to be 18 years of age to execute any of those documents. If you're wondering about what needs to be in them, how they are executed and other details, there are just too many things we can go into.
