Does a codicil referring to a previous will, which was revoked by a new will) resurrect the previous will?

It depends.

More facts would be helpful, but the best advice would be to provide copies of the actual documents to a probate attorney, along with information on the competence of the testator at the time the various wills and codicil were executed.

The language is important, as well as all of the facts and circumstances surrounding the execution of the will.
