Legal Question in Civil Rights Law in Mexico
I live in a condominium in Mexico. The owners are mostly Americans and Canadians. Can my condominium homeowners association mandate that I join a club that many of the homeowners belong to and can they assess the dues as a part of my annual homeowner fees?

You have a valid point.
Besides trying a court action (which takes more time and money) you may be able to go to PROFECO (Federal Consumer Protection Agency) and have them force the association to accept your position.
