Can I get the Mexican government to honor a contract?
My son was hired to play in an orchestra in Xalapa,Veracruz, Mexico. He signed a contract which he says the government, of which they kept the copy. They were supposed to pay him a specified amount for playing in the orchestra and teaching at their institute. He has played March and April and has received pay for the orchestra part only. He has not received the salary for the institute and has been told that the amount will be cut. Is there some way for him to collect this money? He is practically destitute because he does not have enough money to live.

You CAN certainly get paid.
The first thing you need to do is to get a copy of such contract. We need to establish what the nature of such contract was in order to see which legal action should be taken. This means knowing if there was a labor contract, a civil contract, or an administrative contract.
Based on this "nature" we can see firstly: what's the Statute of Limitations for our actions against the Government, and secondly, how will we approach this matter. (You should nevertheless be advised that Statute of Limitations for some Labor actions are one month and two months, in case of termination -rescision- of contract and wrongful discharge, accordingly)
Unfortunately, this can not be establish unless there is a thorough review of such contract.
