Legal Question in Immigration Law in Mexico

I am a u.S. Citizen living in guadalajara, mexico. I am married is not a u.S. Citizen and i had put in an i-130 for him but since we never planned on living in the u.S. I didnt continue the process. What i wanted to know is if it�s possible to get him a visa? Just so we can be able to visit my family together.
