If you are in the middle of a chapter 13 bankruptcy can you get a state license for another business such as real estate brokers license.

I don't know why you would be prohibited from getting a license to do something. If it increases your income or is an asset, you would have to report that to the court and maybe change your Ch. 13 plan.
