If a person files bankruptcy & it is granted, then the co-signer incurs 100% of the debt, can the co-signer sue the person who got off scott free?

Most likely no, because all the debt was discharged. If there was some kind of written agreement AFTER the person's bankruptcy was discharged, wherein he promised to pay you something towards the debts, then that would give you a basis for a claim.
But generally speaking, no. Sorry.
