Can a federal tax lien be discharged through a ch 7 bk?

Good question. Taxes are dischargeable under certain defined circumstances. If the tax, subject to the lien, is dischargeable, you can discharge the tax. What is not discharged is the lien against the property to the extent of the value of the property.I have handled it in the past by filing a chapter 7 and followed with an offer in compromise.
