Filing chapter 13 after 4 years of chap 7
Can I file a chapter 13 after 4 years has passed on my chapter 7 and get a complete discharge of the debt at the end of the plan?

Yes, I believe that is the period of time you must wait in order to file and be eligible for a discharge. However, whether or not you qualify for a Chap. 13 is another matter which requires that your situation be thoroughly evaluated by a bankruptcy attorney. For instance, can the plan be funded?
