Do city ordinances have the same binding effect as state legislative acts?

Depending upon the circumstances, yes. City ordinances, properly enacted and properly enforced are binding. Acts of the state legislature likewise are binding if they are properly enacted and properly enforced. The validity of either depends upon the circumstances -- is the ordinance or statute consistent with the Michigan and U.S. Constitutions, for example, or, with respect to an ordinance, the city charter?
