Pay Rate Decrease
I signed a contract stating that I made $22/hr. Can a company charge you $130.00 for health benefits and lower your payrate?

Probably so, yes. There are a few related issues that need to be considered, but the company does not have to pay for you medical insurance, or for that matter, offer you medical insurance. What else does the contract say? Is there a provision about benefits? Does the contract specify the terms upon which it can be modified? You need to discuss these issues with a lawyer.
