As a Franchise Attorney I can say this. Plumbers must be licensed contractors in most states. You can contact your contractors licensing board and find out if he's licensed. The license number is usually on business cards as well. After you get this info, contact him again and give him a deadline for the itemized receipt or you will report him to the licensing board. No contractor wants that to happen. Also, it's the holidays and everyone slows down, so consider this as well. Consult with a good business or franchise attorney in your area for specific advice.
