HIPAA laws in regards to speeding ticket

I was pulled over for speeding while following the ambulance with my Step-Mother in it. The Officer was being very understanding, lenient. Up until my Father pulled up, approached the Officers vehicle, the proceeded to 'shout obscenities' at the Officer. I was then advised by the Officer that I was in fact responsible for my Father's actions. He had written the ticket for the max. fine instead. Counseled me to bring to court any and all substantiating medical proof/information in my defense. I have copies of the legal forms allowing me access to my Step-Mothers medical info. But fail to understand how this covers me in a court of law.

Ask for a formal (not informal) hearing and bring some evidence of your story (ask her doctor to give you a note or get the ambulance bill). You don't need medical records.

Do not bring your father to court.
