Is it legal to videotape one in a mall in the state of Michigan

It is legal to video tape anyone so long as they are not in a place where they have a reasonable expectation of privacy.
A public place is not private by definition. A mall is open to the public, and other than restrooms and dressing rooms, there is no reasonable expectation of privacy.
