Neighbor photographing my children

We have lived in our home 4 years now and have a neighbor doing everything he can to get us mad enough to move. His last attempt and most disturbing is taking photos of me and my children or looking at us with binocullars while we play or do yard work.Police have been of no help saying he could be looking at birds etc. We can't move as we are in the middle of a renovation on the interior of our home.

File for a personal protection order with the local circuit court. Go to the clerk's office of that court and find out the procedure. Bill Stern
