What does it mean literally, what is the law saying?
1) If the pleadings show that a party is entitled to judgment as a matter of law, or if the affidavits or other proofs show that there is no genuine issue of material fact, the court shall render judgment without delay
What does it mean for a court to have to render judgment without delay

It means there is nothing in the court's record to dispute the claim or there is no valid defense and the claim is sufficient on its face (e.g. a properly executed promissory) to render a judgment.
