That's a great question. Generally speaking a town can't specifically regulate Constitutionally protected speech and expression, but government is allowed to establish "time, manner and place" restrictions which are reasonable to ensure public order. The size and placement of a flag might be reasonably regulated, for example. Unclear if obscenities can be regulated; probably not.
