Passport Fees
Do to homeland security issues passports are becoming more and more a requriement for US citizens. Why is it legal under the constitution to charge ~$100 to US citizens to maintain their rights under the constitution by requiring a passport?

Courts have held that the Constitution forbids restricting citizens' right to travel within the country, but there is no comparable right to cross the border. The government can charge a fee for issuing a passport since doing so does not limit the exercise of a constitutional right.
