Does filing a ucc 1 financial statement form change your citizenship status to sovereignty?

Of course not. The concept of "sovereignty" a "citizenship status" is a non-sequitur; you either are a citizen or you aren't. UCC filings can never turn a non-citizen into a citizen or vice versa.
