Cancelation of Contract w/work started
I contracted with a company to refinish our basement. In order to complete the necessary light fixtures, they had to replace our electrical service (box and incoming wire from pole included). After the inspector for the electrical work took notice of the construction, the company decided that the basement would not be able to be finished. For the necessary permits, it would require both an egressed window and a 7 foot clearence from finished floor to cealing, neither of wich are possible with our house. They offered to do other home improvements instead, but we declined. They are now refusing to return our deposit and want us to pay for the electrical work. Personally, I beleive they had no intention of obtaining the permits, which is why we refused any other work from them. Are we required to pay for the electical work?

You will probably have to pay for the electrical work because you did recieve the upgrade. It would unjust for you to keep this without paying for it. They should return any unused part of the deposit.
