my husband just recently deployed to afganistan and before that he was paying the bills now I have taken over and i've noticed we've been paying for a protection plan without consent over the past 3-4 years so I had them cancel it but they don't want to give me a refund, isn't this fraud and can't I get my money back from all the years of it adding up?

This sounds like an appliance/fixture repair plan offered by electric/gas companies that will repair your stove, furnace, air conditioner, etc. for a monthly fee, added to your bill.
It is likely that this "protection plan" was offered as part of your utility bill, and your husband either agreed to participate, or assumed that the plan was included as a service. You can request a copy of the first notice of the plan, and ask for whatever your husband signed in agreement to participate. The utility company will claim that they "covered" your appliances for the past 3-4 years, regardless of whether or not you used the service, or even knew that you had the service. Have a lawyer look over the paperwork, and whatever documents you are able to attain from the utility company. The lawyer will be able to tell you if the company commited any fraud on you. Oftentimes a well worded letter from a lawyer gets better results than a phone call from a consumer.
