Can a retailer remove these tags and sell them as american made?

Typically the law follows your good intuition - if it doesn't feel right, then it probably isn't. It is fraud and a violation of the Michigan Consumer Protection Act, and a violation of numerous federal laws as well.

Most likely no, as that is fraud and misrepresentation - especially if done to increase the price of a product or influence a consumer to buy it and/or feel more confident buying it, under both state and federal consumer protection and other relevant laws.
