What is the penalty if a car dealer fails to give the customer a copy of the buyers guide?

what buyer's guide? you mean the owner's manual for the car? or are you referring to a certain document that is required to be disclosed and/or given to a buyer at the time of the transaction (or within a reasonable time thereafter)? You need to repost your question with the exact name of the document you claim you are missing. Minor violations which do not cause any damages are not really recoverable, i.e., you can't sue or recover thousands of dollars of damage because a dealer forgets to give you a piece of paper. In some situations, you may have the option to void the transaction, but there are strict timelines and bases for doing so.
