Re-Tagging Products
Isn't it illegal for stores to re-price an item by putting a label on top of the old label? Shouldn't the buyer get the lowest price?

no, not really. stores are free to change their tag prices anytime they want, whether it goes up or down. would you want to pay a higher price on a tag that was underneath a lower priced tag?
