selling item buyer fraud

I received payment for an item by the online pay service pay pal on 12/12/02

I sent the item to the buyer on 12/19/02

On 12/23/02 I am contacted by pay pal that there is a buyer complaint and the amount is taken out of my account so I owe approx $825. I called the buyer and he told me he would call pay pal to resolve this.

I called pay pal and they told me that since they can not track (by delivery confirmation and/or signature confirmation) the item I can not use ''Buyers Protection''

Making a long story short. I owe $925 to pay pal. They are going to call a collection agency. I talked to the buyer on the 23rd and he told me that he received it.

(1) I did fully insure the package for $1000 but with insurance I have to go through the US postal service to track and cannot do it online

(2) I have less than one week from today to pay pay pal or they will call a collection agency on me (and ruin my credit).

What can I do?

Can I file mail fraud with the USPS? What else?
