Billed for services I didn't use?

In May of 2007 after having several problems with my ISP(billing being 1 of them) I stopped using them. I tried a few times to contact them to cancel, but was either put on hold or disconnected due to long wait times.

Since I wasn't under contract with them I turned off the modem and gave up trying to contact them.

Today a collection agency called to tell me that I owed money for a ''cancelation fee'' due to breaking my contract. When I called the ISP they said it was for an unpaid balance for the months I didn't use the service.

I know I didn't call and cancel but do I have to pay for something i didn't use?
