Legal Question in Credit and Debt Law in Michigan

cease and desist

I contacted Michigans Attorney Generals office because there is a judgement to garnish my wages and I never was contacted to be given the option to make payment arrangements. I received a response letter from the Attorney Generals office in response from the lawyers office in which my case is active. The said my account is noted as cease and desist. I have no idea what that means and they say they are happy to enter into payment arrangements. What does it mean that my case is noted as cease and desist? Thank you, Beth
