can a court officer take my car if i am making payments on it still for an old debt

Sometimes yes - if you're not complying with an agreement or a Court order, the Court officer can potentially seize the vehicle. For example, if the Court order states you are to pay all of the amount owed at one time, but you are making payments, this would be a violation of the Order and potentially subject your vehicle to being taken. A bankruptcy could stop this from happening and/or get the vehicle back as long as it hasn't been auctioned.
