The only person liable for credit card debt is the person signing a contract obligating themselves for such debt. A person does not become responsible merely because of a relationship. As Mr. Klisz points out, if there is an estate in the probate court, it would be probated and creditors would be put on notice of the estate and have an opportunity to make a claim.

The person not a contracting party is not responsible against debt. Inheritance makes the person liable even he is not contracting party. More on your response.
