debt privacy

i recently lost my father, while at the funeral home making arrangements the director brought up a previous debt in front of my family members and made a derogatory remark which embarassed me. the debt was handles under a chapter 13 bancruptcy i was forced to file after the death of my husband. do the hipaa privacy laws apply to funeral homes and where can i file a complaint?

While rude, what the director said was a matter of public record and is not protected medical information.
