garnishment of Michigan taxes and hardship

step son has a judgement for an old old medical bill. just received request and writ for garnishment of state taxes. altho he paid a couple hundred every month for years, he was threatened constantly with court if he did not pay more than what he could afford on his low wages. finaly threats turned to his own anger and he gave up trying to pay the debt. judgement was in oct 2007 and this is the first garnishment. He has been disabled with a blown disc in his back and has had no income for months and is presently not employed nor is he collecting unemployment. only $107.00 / Mo. in food stamps. He really needs the tax return to pay his monthly bills of his homestead. Is there any resolution for this hardship?
