Is my husband resbonsible for my debt?
I have outstanding debt prior to our marriage, can they go after him for any of this that is owed?

No, they can't. Our spouses do not assume our debt just because we marry them. The creditors can go after our assets though and this could mean attaching assets such as the marital home if our names are on the deed / title to the property. In that sense, our spouses' share of the equity of the marital property could be reduced.
