Being sued is legal. Setting aside an installment payment plan is legal if you miss a payment. However, I don't know how anyone could take away your driver's license. In fact, such a threat may entitle you to sue this person under the Fair Debt Collection Practices Act for $1000 plus attorney fees and court costs.
