Legal Question in Criminal Law in Michigan

750.520e CSC 4th degree

When I was 21 years old I was convicted of CSC 4th degree, (girl was 15) I served a year in jail and am no longer on probation. I am now almost 29 years old, engaged and have four kids, as well as a productive member of society. I have 2 questions, first I am a hunter and gun owner, however I am having trouble getting a handgun permit to just buy a handgun not a concealed permit (the people at the county dont seem to know if they can give me a permit). Also my crime is a "high court misdemeanor" so do I have to follow felony guidelines? why is it a misdemeanor and a felony? makes no sense.
