a 14 year old girl wants to date my 19 year old friend what can thay do thats not illegal and can thay kiss and what r the punishments for the other stuff

Although kissing is not a criminal offense for the pedophile, he should certainly steer clear of the child and find himself an adult to date.

Your friend is putting his freedom and future employment, in great jeopardy. All it takes is a phone call to the police from her, her parents, any relative, old boyfriend,school counselor, doctor or a neighbor and he's in jail.

He is a total fool if he thinks just kissing and holding hands is OK. He must think the rest of the world is as stupid as he is.
