Legal Question in Criminal Law in Michigan

My 17yr old Daughter was at a party and was drinking. They were leaving and her friend who wasn't drinking was driving was getting to the end of the driveway. A sheriff car was going in on the left side. The sheriff stopped (front and left) and told them to stop. Her friend rolled down the window and asked what the problem was. The deputy said "you just bumped me" and had her get out of the car. She told him "no way" and he said "yes you did". So she was asked to do a bunch of "drinking" tests and passed. So the Officer asked who was in the car and made my daughter take the tests and blew a .05 and was given a MIP. My daughter called me on her cell phone during the situation and I spoke with the Officer who said they had run into him. I asked if everything was OK and he said they barely tapped him and it was ok. Then he said he would drop her off at home. About an hour later he showed with her. He told me again that the "accident" was minimal and he didn't see the need to have any other law enforcement look into it. My daughter swears up and down they never touched him and don't understand why he would make this up. I figure its possible he needed a reason to pull them over. Any ideas? I do realize she needs to pay the piper, but wish the pullover was on an honest reason.
