If someone broke into a restuarant and stold money out of a till could they get prosacuted 2 weeks later if no arrest was made on spot? no survalance only finger prints.

Yes. Many crimes are solved/proven well after the dust has settled, and no one was arrested "on the spot". (Haven't you ever seen "C.S.I."???)

Analysis of fingerprints found at noteworthy areas of a crime scene can help prove "who done it". The prints prove that that one person was at that place sometime before, and had touched that object. But the prints do not prove when the prints were left.

Circumstantially, if I did not work at the store, and the cash register was robbed, and my prints were found on the register/till where I had no authority to be touching things, it's some evidence that I was the thief. It's not 100% conclusive evidence that I am the thief, but it's some evidence.
